Level 20 Job change help needed, please

I am a cleric and at level 20 but when I go to speak to Paladin Master Keast to start my job and she doesn't say anything that could get me started on my job change.....what am I missing? Help please!

Shutain got the quest now. You are just talking to the wrong npc. Good luck with your job change.
