what skills to upgrade/lvl

So i've been reading a lot of guides and stickies on fighters and i have a pretty good idea of my build. However, no one ever talked about what skills to upgrade. I know what skills to empower, but which should i upgrade? :confused:

anyone wanna shed some light on my dilemma :D

upgrade all skills. Cool down time on fighter skills stays the same with upgrades, only attack power and sp use increase.
