how do I create a character? where do i go to get started - do i go to outspark or to projectpowder?

You create your characters in-game. This applies to all Outspark games.

Yup, just download the game you wish to play, log in with your email (or spark ID, which is your name at the forums) and password, choose a server and you can start to create your characters right away :)
