Do licenses affect your weapon's overall damage or just the damage towards that specific monster?

Example:

If I had a complete Ratman Dominator Sword (35% damage) would the sword do 35% more damage to all mobs, or just 35% more damage to Ratmen?

soo.. your 35% dmg only works on Ratman..

Starting at 40%, you gain a critical percentage increase to your overall weapon statistics, as well.

I believe either grave robbers or baby bats are the first to allow such a boost.

40% = +1% crit
50% = +2% crit
60% = +3% crit
70% = +4% crit

Harkans go up to 70%. I have no idea beyond that.
