hi i am level 19 squire, but since lvl 16 til now my given status point per level is 1, is this a bug?

It's not a bug. I don't remember off the top of my head but it's something like 1 point every level and then 2 every 5 levels and 3 every tenth level....I'm sure someone will correct me but no it's not a bug. Nothing wrong with your char. :]
