Yes, it is. 96 helms are bugged and they cap with the same cap stat as 86 helmets. -Bumps-

I believe they fixed the glitch with the 43 as capped ;) I am pretty sure it's 48 now :)

I've still looked around and no 96 helm has a stat of 44-48. -Goes to check again-

I remember someone saying he got 96 helm with 45 int and 23end Lol, I think someone in guild bought it too, I am really not 100% sure tho ;o
