I've read the threads that uk players can't play our version but, someone explain to me why I play with and have friends on the game that are from China, London, Argentina, Etc... How can they play if it's ' Usa and Canada Only' but, uk'rs can't?

Either they have an older account which is exempt from the block or they used a proxy to create an account from a location where the block is not in effect

yeah until a certian date in 2009 I think (or 2008? not sure) everyone could play fiesta, but then they blocked out certain countries like UK because Gamigo had the rights for Europe. But the people that already were registered could still play.

Yup, older accounts can still play, however some of the countries which are supposted to be blocked are still allowed. <.< For example in my case, I am Hungarian and registered after the IP block, and although Hungary is on the blocked countries list, the game has quite a lot of fellow Hungarians as we can register and play without trouble. So there are exceptions too.
