SKill empo question

There are 3 leves of heal, should i wait untill i have the lvl 3 heal to empower it, or its recommendable to empo heal 1 then heal 2 and finally heal 3 when u have it?.

Empowerment works on all three levels of a skill. So if you empower Heal Lv 1, it'll empower L2 and L3 accordingly. Thus, if you want to empower Heal, go ahead and do so, whatever level you are currently on.
