I've always wondered this.. If I put 1 skill point into my lvl 1 heal, will that point transfer over to my lvl 2 heal?

Yes. All of the skills with ranks [1][2][3] etc are linked. It doesn't matter which rank you have at the time. If you empower heal, heal1, heal2, heal3, heal4 etc are all empowered equally.
