question about receipt skill???

i am a lvl 49 archer... i bought a hp receipt skill(tier 3) at eld from item shop nina, but wher i try yo use it,it states that i have not enought skill exp...is it because of my lvl not high enought or other reason?????

Production skills aren't related to character level, they level on their own.

It means you haven't made enough...um...scrolls? potions? whichever to use this newest skill. When you open the window to make things with your production skill, at the top of the list where items you can make are blue and ones you can't are yellow is a number like "6854/12000." That number is your experience at the skill, and it must be high enough to match the "needed exp" on the recipe scroll.

(Recipe...a receipt is proof that you've bought something.)

how i can make potions tier1 type? because I have the skill of production but every time I try to make me say that I have not even the skill of production, give me instructions that I need to make potions im lvl 17 and above in the production window says 0 / 10000 in red bar
