The Item Merchant Nina is a exception! >.> She sells Tier 3 recipes for fame.
You should consult the Skill Master Ruby in Roumen or one of the 4 class Masters in Elderine. They sell them in the Alchemy section of their shop. ;)

A few scrolls are NPC item drop only, and do not exist in a shop (as of the last patch)
