You need to buy the Rider Mover Skill from Rubi and right click to learn it. Then you have to buy flotation stones from Pei.

according to the thread title, u seem to be asking for the mount, and not the other stuff. if that's so, buy it from the item merchant npc in elderine/roumen. u can also buy it from players. on a side note, its supposed to be a wooden horse, not a staff ^^
