Weird Newbie Spawn Glitch in Goblin Camp?

I saw all these newbie players in goblin camp just standing around, not talking, moving, nothing. I said this to other players around me, but they said they didn't see them. Later after they exited and reentered the map, the told me they saw exactly what I saw. This is what it was.
