How do I get skills?

I see people around called "Apprentice -Insert Job-". What is that? Also, I don't have any skills.

Is there a certain level required? Or must I do a quest? Which quest, if so?

I think that it's when you get to lvl 10, but I'm not sure. And than you've got to register it to make it show up.
