I'm pretty sure the only place to get them without buying them is Crystal Castle in Uruga.

From what I heard, lvl 65 blues/purples come from treasure chest in Crystal Castle put only have a chance of appearing in the treasure chest if the pillars on the final floor are destroyed are destroyed.

You don't have to destroy the pillars, they just have a very low drop rate.
