How do I raise my Skill Point?

I'm a noob. I need to get more skill points. My level is getting higher, but my skill points are still low. How does it work? :confused:

Empowerment point every other level (except 20)

1 skill point for stats per level (except 20).

Click the arrow next to the stat you want to increase as long as you have points to spend.
Wear rings of any stats you want to get a boost in ( 1.e +5 str etc.)
