I cannot shout. Is this a bug or not. This happens when i make a new character.

You have to be level 6 or higher to shout. Not a bug. That's the way it is.

I bet your graphics card doesn't meet the game requirements.

Update its drivers or get a new one as it may be as Trebori said, to old to handle Fiesta.
