Question about Binding...

Ok, so I was working on my Fiesta game idea just now and while researching some information, I suddenly remembered that the skill "Binding" that Rangers get doesn't always work. Then I remember someone saying that you could Dispell it, making it a Curse type debuff. Then I realized that some Necklaces have Curse Resistance.

Does Binding ever fail against monsters? Or does it only fail in PvP?

Because if it only fails in PvP, some people might have to facepalm themselves about this Curse Resistance (which most people forgot even existed XD)

Does that work with devastate aswell? I always thought of those resistance things as useless

Though I'm not positive, In PVE I think it has failed before. I know for sure it has failed in PVP before but I'm not sure if this has to do with dex or curse resistance because hide fails sometimes too and it's a self cast skill.
Also I kind of noticed that.. some of the durations when I've used it are longer/shorter than others. Not sure if that's only me or that I'm not paying attention.

From what I've seen of it, it can fail to entangle the mobs, but the vines + dmg will still show. No idea if it's aim related or if some mobs just have high resistance to things like that o.o;

Hmm... all the other classes' skills aren't bugged/nerfed. But ALL of ours are... hmmm.....
