I'm in the middle of doing a couple of level 46 quests in Goblin Camp, when I come across between 6-10 low level players... all frozen, with 0 hp and 0 sp. All look to be at or near level 20 characters, or lower.
Don't know if it's a sort of bug or what, but they are in the area mainly east of the CP and VT gates, in both areas that contain Procks, Goblins, and Goblin Swordmen.
