Start with Free Spark Items?

I made my first char and at level 10 he had sunglasses, exp boost and ect my 2nd char was a mage got him to level 20 he had nothing now i have made a warrio almost level 10 so far nothing. My friend who has also just started playing wind slayer had spark stuff when he made his first char and hes also made a 3rd char now and he started with spark items but i havent.

How does this work?
