Help me i have weapon troubles

help i can't equip my weapon, im lvl 20 and i bought the staff but it says item cannot be equiip. i look at the weapon again and it says wizmage of higher, I amm a f***** wizmage! thats wut my title **** says...

That is but a mere title.

You will need to speak to the dark elf female in Elderine by the fountain to receive your quest to becoming a true wizmage. She will set you on the path so you can use level 20+ stuff.

You have to do the lvl 20 quest first. Talk the the wizard elf chick in Elder to get this quest, it's quite tough but there are guides on www.fiestafan.com to help you.
