I too do not know what to do with my skills. If i "upgrade" a skill (like using my points to lower sp or raise dmg.. ect) does it carry on when I upgrade the skill? if so, suggestions on which to raise?

The answer to your question is yes. When upgrading skills to the next level, any empowerments on the skill remain.

I recommend you just empower the damage on your skills.

The cool down time on Archer skills is pretty pointless to me and is a waste, unless you feel like shooting your Power Shot 2 secs faster, then sure.

I'm a skill spammer, so I recommend you max out damage on your Aimed and Power shot, and then put SP decrease on all the atk/DoT skills.

I just used cool times and SP usage for my DoT, but I'll probably buy a reset point for them and start again with a more organised skill build.

I highly recommend maxing cooldown on your Damage over Time skills (poison, bleed, etc)... I would argue that these are your most valuable skills as an archer. If you don't poison a monster on your first try, you need to be able to try again as soon as possible.
