Are they able to heal other players that are not in their guild/academy/party?

As long as you aren't in a PVP enabled zone, yes.

Another question, when a player dies can a Cleric revive them? Or do they just dissapear to some kind of restart point?

Yupp. One a cleric reaches level 20 and beyond they can revive. Same rules apply as healing though. As long as you're not In a pvp enabled area you can revive anyone. c:
