Since I have been lurking through the sub forums again I can't find anything specific about the Shadow Master skills beyond being ambiguous, or giving half the information I want at best.
So, I ask any of you lv 136 or higher Shadow Masters(Not their uncle, grinding pal, bff-healer, their panda mount, or anyone else);
How many (friendly) targets are effected by the skills, are they ground click or plain old Accuracy activation, how long is the duration for each skill, what do they change, cool down time, activation time, mana cost, skills they work well with/or are effected by when you use Double Strike and Shock Troops.

Double Strike and Shock Troops activate simply by clicking them or pressing the hotkey (no silly ground targeting required).
Double Strike is 56 MP, Shock Troops is 58 MP.
Double Strike cool down is 20 seconds, Shock Troops is 28 seconds
Double Strike does not have a visible buff duration, rather it's multiple poking effect and increase critical rate is around 10 seconds. After that, normal attacks revert to normal. This skill works best if you dual wield daggers, for it cuts their attack but doubles up the poking speeds and any critical landed are additional damage. Shield and Dagger will double the dagger's poking by two hits only.
It's a alternative way to getting aggros off another target by "rapid aggression".
Shock Troops buff is around 14 seconds. This skill increases the attack rate of the player the more hits he or she successfully inflicts on an target. I felt this increase is around 1 attack point for every two-three successful attacks, rough estimate for it is not shown. This skill works with skills, increasing the damage of other skills such as Dust Blade.
Shock Troops gets the best increase effect by Double Strike combo. My favorite is to Double Strike to "charge" Shock Troops then launch say a Starlight Shot or Breeze Dagger for maximum impact the last second before Shock Troops ends. You can Shock Troops to amplify the damage of Circle Trap while killing monsters. If this skill buff lasted forever basically, it would continue to increase the Shadow Master's attack infinitely.
Lastly Shock Troops has the same icon as accuracy...when it should be something like this: http://xen.omg.com.tw/images/skill/rogue/3_02.gif
Going off by memory, but pretty much this is all the info I'll muster about these two skills. Hope that helps.

Using double strike it will lower the atatck of each poke to 75% of the normal amount but allows to poke the double amount in the same time .

Thanks a lot guys. To fill in I presume both skills only works on the Shadow Master casting the skills, and they are instant-casting without any delay a la Amplification, correct?

Yeah, the skill instant, like accuracy or any other buff and only works on the caster.
