What is the lowest level a cleric can start buffing?

Kinda depends on which of their 4 buffs you're talking about, but "the big one" most people refer to is Endure, which boosts HP and SP. That one's a level 47 spell.

lol to tell you the truth i don't even know which one i mean, but thank you for that. i was just talking about any buff not one in specific.

Okay, let's see here...first off you've got two "party buffs," Protect (Level 11, increases damage and defense) and Resist (Level 17, increases Magic Damage and Magic defense).
Those two are cast by the cleric on themselves, and anyone partied with them gets the benefits- along with raising the benefits, as in they help more the more people are in the party.
Then you get Immune at level 31, which raises resistance to poison and disease- this is the first one you cast on a specific target (yourself or another player), and whether you're partied or not makes no difference.
Then of course at 47 comes Endure, cast on yourself or anyone else to jack up their HP and SP.
