lvl 21 mage cannot get lvl 20 job change quest? ***?

i just started this game as a mage yesterday and i reached level 20 today. I entered a kingdom quest and accidentally leveled to level 21. When i tried to get my job change quest from enchanter master wishis, i did not see any job change option. I also checked Grand Master Sean in Forest Mist also, but he had no job change option or any quest either. So i am very very confused now and I'm losing hope of playing this game as i type this. I don't understand why I am not able to change my job just because I'm 1 more level above the level required to change jobs. Please help me because i don't really want to restart a new character. :(:(:confused:

You don't go to Wishis anymore,you go to Shutian and get the promotion quest.

I have a lvl 40 archer who still needs to do his job quest and he can 8D
