Perfect Red Eye problem

Ok so i buy a stack of the Perfect Red Eye stones and from the description i assume :

1)it means a guarntee enchant
2)therfor no chance of failure
3)no loss of an item

Yet i have used 5 stones now and have lost that amount of enchants off my weapon. If i am missundertanding the intent of the stone please fill me in on its acual meaning and use. Other wise it seems to be a complete waste of money. thnx

perfect red eyes prevent breaking.
you can still fail (no up level, no down level, no breaking)
you can still go down a level
and of course you can go up a level.

i guess when the said decrease failure rate by 100% what it really means is to prevent breakage by 100%. they should make it more clear by using the right words.
