ive heard about this from other people and i don't really know what it is but ive heard that u can upgrade it, along with other things... what the heck is it?

Cool down is the time interval you need to wait after using a skill before using the skill again. For example if cool down is 30 seconds it means you can use the skill only every 30 seconds once. With skill empowerment you can slightly reduce this time. If you invest 5 skill points into cool down reduction you'll reduce the cool down by 30% (30 seconds -> 21 seconds).

Ok, press K. You will see a button "Skill empowerment" at the bottum of the skill menu. you get one skill point every odd levels after 2nd level. You empower your spells reducing cooldown, sp cost, increasing damage, duration, etc through the use of skill points, enhancing your spells. Drag the skill to the empowerment menu and adjust as you will.
