There is not much information on the web to help out newbie players. Maybe here in the forums there could be questions that more seasoned players could answer?

So let's start with this one first....

A Level 21 Clever Fighter can't get a Level 20 Two Handed Sword Mastery Scroll to work. What would be the problem?

umm he has either not taken promotion test or has already learned the skill in the first place

It's passive. You won't notice the difference really.
