Yeah, mostly. Staff basically gives you more aim, and Wand gives you more damage, so it is what you want, really.

If you have a lot of DEX in your build, just go ahead with the wand. I'd say the build that use the staff have more INT and other stuff, but mainly INT.
The DEX makes up for less aim. And SPR makes up for the crit, but it's always nice to have an extra 1%.
I have a build combo of both right now, 25 SPR and rest DEX. It's really starting to pay off. I get to dodge hits and bring the smackdown on monsters when I get three crits in a row due to my 5% crit wand. It rocks when that happens.
