Help!!!

I'm a level 20 Mage, I'm trying to do my tests to become a WizMage. I know that I'm supposed to talk to Master Wishis to start then go to the Forest of Mist to talk to Grand Master Sean to take the test but it won't let me. Grand Master Sean keeps telling me to come back when I'm level 20 but I already am. Is it a glitch in the game or am I just having a lot of problems ? Please help!

Classic problem! Easy fix:

Go to Town Chief Roumenous.
Then got to Captain Guard Shutain.
THEN go to Grand Master Sean.

It involves those 3 characters, maybe not in that exact order, but I do remember having to go to all three.

Nah you have to make sure you actually get the quest from Shutian. It looks like you got the quest, but you actually have to talk to him one more time before you get it.

Do you happen to know what the name of the quest is? I have one from him I think but I don't know if it's the right one or not. I'm very lost at this point...

When you talk to Shutian in Elderine, a window pops up right. If you look at the window carefully, on the very right, you will see Quest List. Click that and see if you find a quest called "Do you want to be stronger".
You complete the quest by choosing "promotion". He will give you another quest right after which is called "Road to promotion". You have to take that quest to do promotion test with Sean in Forest of Mist.

I am glad that it helped, I had the same problem on my very first character.
Now you know, one NPC can have multiple quests available for you at the same time and to check Quest List.
