Ummm im confuesed about this im guessign u get one and u can re-distribute your skill points around.

But when do u get one, and is it even available in-game yet?
do u buy it from a vendor?

Stat reset points are available via the Cash Shop on the website here. You can occasionally be offered one from a GM but asking for one will get you refered to the webpage.
