Current Level: 93; this level too low to kill HIPPO?
Gear: Ap4 Rapid Firebow; Agi/Attack Wings; Red Cowbell; Spa Egg
Build: I don't know where the pts should go .... lol
Recommended tactic?

It's not a matter of level, but rather how much attack you have. It's possible for a lvl 45 pure pow scout with most of the attack stuff available to solo a hippo, tho it'll take a while. In any event I would say maybe 96+ when you get your new bow, that should give a decent attack jump. Your build is up to you, all that matters is being able to damage and bind the hippo.
when it comes to tactics, I've seen Stone Edge used effectively against hippogras. First stone it, and you have a chance of slowing it down a bit at the cost of very slightly increasing it's attack/defense. Next amp while the hippo is stoned, when your stone edge cool down is at 4 seconds the hippogras will be free at which point hit him quickly with either an amped wind blow or ankle bind. keep your distance, circle him, use both ankle and bramble to slow him down. If you need a moment to get more distance or go around him use stone edge again.
Don't kite in one direction eventually all the flinching you make him do will make him appear farther away than he really is if you do that, at which point you could end up getting killed in one hit.

I would say lvl 80 and up because if u have a decent bow it's just a matter of time to kill hippo. like wardomic said I tried to kill one with lvl 45 and it was pretty easy if one uses all attack items ( Grog suite , green afro , attack pet , mount etc ) . For me u can kill hippo like a normal mobbs ankle and bramble it . The problem are the mobbs in the map who is a bigger danger. So I would add some sta until 600 -700 hp or use some hp support items
