Before we assume that you have been scammed tell us why it doesn't work. Or post us a pic of the recipe. Perhaps it's a bug or a little error in reasoning (noone is perfect and I also do mistakes). If you're lucky we can solve this problem here. ;)
So, do you have enough skill points in the scroll production to learn the skill (can't remember the points needed, but it should be 4000+ or so) ? Is the name of the recipe 'Vitality Increase (Tier 2)' ?
A screen of your production skill section (scroll down to Step 2 pls) would be usefull too. :)

If it says Vitality [2] and have Level requirment 30, then you have been scammed with a Fighters Skill.

yeah, be veeeeery careful with the Vit[2] scam.
right now on Apoline theres about 5-6 shops in Eld all saying they have vit 2 production skill scrolls.
and to be honest if someone actually did get one they would probably a) give it to a guildie or b) shout for a bidding on it and not put it in a shop and c) at least be selling in a pink shroom or a cash shop one not a yellow one.
and in my opinion those stores that are scamming like this should be banned.

T2 production scroll actually SAYS: production skill in its detail-screen.
You are scammed but don't feel bad cuz lots of ppl have been too.

a guildmate of mine was about to buy one, good thing he lacked the silver and told us in Guild chat, wherein we were able to warn him about the scam that's been spreading around all servers like some flashfire.

First off its rather offensive to highjack someone elses request for help thread with your own. I would suggest making a new thread: 1) because GMs may not see your request inside this one and 2) Its easier to find and get responses to yours if you make your own.
If you'd like you can go here and get the information for GMs (Game Masters) and CSRs (Customer Service Reps):

This is just part of why it's important to carefully look at ALL of the class trainers and read through the skill lists carefully. You should know the name and function of every skill in the game, regardless of class.

Meh, youre own fault.
While I'm a firm believer that a scam takes the decision of the 'buyer' to be ignorant in most aspects of that word as it relates to being scammed, you can't say that's necessarily true. It's very, very easy to overlook something like that. Ever buy a Lix[1] rather than a Lix[2], or vice versa, or anything like that? That's the level of scam that it is. It's hard to discern outrightly without looking for the signs of a scam.

Well, honestly, this scam is about as common as Silver Lump over-pricing now. I'm surprised people are falling for it as of this morning and such. Ever since the first post, it spread so fast it is ridiculous. I see every other store selling 5/6 of them now...
Trying to get an answer from a GM on this and what can be done, because regardless of who's fault it is (the buyers and the scammers together), it still is a rotten thing to do and action should be taken.
I believe Vanquish is looking into this - I only hope they do something. Color code the scrolls like class armor perhaps.

Actually, a GM has decided on this. Dakkon did in this thread: http://outspark.com/forums/showthread.php?p=235082#post235082

Ah thanks, never caught that last post. However, people are using the false advertising now. I'll have to start taking screen shots and reporting them all then. Perhaps not in this case, but I've seen them all over Elderine: "S> Vit2 Recipe Prod Scroll cheap!!!"
I'm sure he would accept that as a bannable offense.

Given what he's said, it's a likely scenario. Send them via Private Message to either/all of the following to ensure it's picked up: GM_Murdock, GM_Biski, GM_Dakkon, GM_Steam. The more that recieve it, the more likely it is that they get to it. No offense OutSpark, I understand you guys are busy, just throwing an alternative out there.

I've seen it before and read and re-read and didnt buy. You got scammed because u jumped the gun and bought it. No one elses fault. He's laughing cuz he made a killing. Not much can be done. If you buy something off of ebay and dont read the fine print and get scammed YET it says so right there its all the buyers fault.
SO in essence. Lesson learned. It's your fault. BUT he shouldnt advertise it like that. He should put like VIT T2 SCroll skill or something so if you buy it thinking it's the other one then it's completely the buyers fault.

I have said that part of the fault lies with the poster, but it's not all his fault. Such scams are hard to intercept, especially when you get that slight exasperation by finally finding what you're looking for. Such scams, as I've said, are often times hard to detect without looking over it carefully, and that's probably why Dakkon is so insistent on it being a big no-no.

I dont know if it would be appropriate for me to list the persons user name but i will if oked by a GM. I also feel these ppl should be banned just because theyre deliberately scamming players out of hard earned silver. Whether or not item descriptions are complete enough for the average player to discern the difference ... they are with full knowledge of what theyre doing preying on unsuspecting players all for the sake of satiating their own greed.
