The license will level up as you kill the type of monster it is licensed to. Each level it will give more bonus damage to that type of mob( and that type only). Different licenses have different rates of leveling and can level up to different levels.Some can add crit % chances to your weapon.( That works on ALL mobs)It depends on the license.

LOL, nah Licenses are a good thing. The 15% you see is the starting damage bonus to what ever mob you weapon is licensed to. It will go up from there as it levels. :)
