does free stat strength ignore mob defense?

lvl 43 archer here...I'm all str cept for 25 spr, but the other day I was hitting a cleric (GW) for 9 damage...Well...I was punching:-D I wasn't using a bow, but it was one of those No_Mercy guys so she was buff. Anyways...if I have 23 pts in str, how come I could only do 9 damage to her? Shouldn't my free stat strength ignore defence? This is actually the first time I've seen myself hit (even punch) less than my free stat strength

prob only applies to wepons? because face it, a fist doesnt do much damage
