Questions Questions Questions???

ok I have got enough production skill points to get the learning scroll for Shield Increase T2 but have no earthly idea where to get it... I looked for it at Skill Master Ruby's place and Warrior Master Marty's too with no luck... I looked at Item Merchant Nina's place but as far as I can tell you don't get it there... those scrolls aren't marked very well... that's how I ended up with the vit. T1 for lvl 20 fighters again... was gonna give vit T1 scroll away but it won't let me since it says it is bound to me now somehow... I also ended up with Magical Defense T3, thinking it was the Shield Increase T2 scroll... no luck... I went to the FiestaWiki page hoping for some help there but didn't find anything on there either...
anyone that can help me it would be appreciated... just pm here and I will get back to you...

Tier 2 Shield, Vitality, Movement Speed; Tier 3 Shield, Vitality and Movement Speed are only obtainable from monster drops as far as I know.

EDIT: Not the buff scrolls themselves, I meant the Skill Scroll for learning the Production Skills.
