Is it possible to get a weapon +9 enhanced without fiesta store, perfect blue mile, or perfect red eye? Also what is the difference between lucky lix normal lix and blessed lix? Thank you for your help.

It is possible I guess. But plan on breaking 100's of silver worth of weapons. Then 100's of more silver worth of stones trying to get one there.

Lucky: It has a small chance of upgrading +2

Blessed: Decreases the chances of the item breaking. ( though it is a small chance)

Normal: exactly that...normal

People have been getting +9's long before the Fiesta store came out. As you could imagine tho, they were quite rare. But it is possible--just improbable for many with a tight in-game budget.
