is Stat reset any good?

I've been building my fighter up but I think if I took stats away from one area and placed them in another i'd be in better shape so the main question is what does stat reset do does it take away the last 10 stat points you placed and allow you to redistribute them? Does it allow you to take them away from certain areas so you can redistribute? or Does it reduce as you go? If you have any feedback let me know please.
