Umm I'm sorry.. and I bet this will sound extremely noob.. but what level do I get to advance to a magician.. and where do I go? ;D

if you're talking about apprentice, then lvl 16
if you're talking about mage, lvl 66

..and talk to Reinmoth in Arcarinas Square :)
