why my skill points is not rising??

why my skill points is not rising??

I'm already lvl 13 but my skill points is only 6??

can some1 help me.....

If by "skill points", you mean Skill Empowerment Points, then you only get those every other level starting at 3. So you got your first one at 3, then 5, then 7, then 9, etc. Now if you don't know how to use these I sugest serfing the forums until you find a guide that explains it sufficiently for you.
