Crit Rate and Licenses

Does the crit rate earned from a license apply to all mobs?
For example, if I get a gold slime license to 40% dmg, 1% crit, will that 1% crit apply only to gold slimes or to all mobs?

Also, if the crit does apply to all mobs, if I level another license on the same weapon to 40% dmg, 1% crit, will that weapon now have 2% crit to all mobs?

I can't be too sure about the answer, but I'm mostly there about it being to all mobs. Its the damage to the monster you've put a license on, and critical rate to all. At least I'm fairly sure I've critted that much due to the licenses on my bow... (8% including licenses, which I'm hoping to finish the hob one very soon)
