when is second class change and at what lv can i get a pet?

wrong section
you can change to second class at level 66, however the quest is broken and can't be completed
for the branch classes (Scout and Disciple) you can become them (providing you have the correct class) at level 45
you can get a pet at level 35 but the quest is extremly hard
