Perfect Blue Mile (Grade 2) not working?

I bought Perfect Blue Mile (Grade 2) from the cash shop, but when I try to enhance my item it says they aren't the same level. My weapon and the mile are both level 2, so why won't it work?

The Perfect Red Eye (Grade 2) works fine, but when I put the Blue Mile in, it won't. I apologize in advance if I made a mistake and overlooked something.

You can't use blue mile on the first enhancement attempt. Obviously, you can't degrade your weapon when it hasn't been enhanced... they do this to prevent you from wasting the blue mile when it's not needed.
