A party can be formed litteraly anywhere. If a bunch of people are moving around together and attacking the same thing, it's safe to assume they are a party so don't be afraid to ask if you can join.

Alternativly, press Alt + A to open the party menu, where you can form, leave, and manage a party. If you lead a party, you can invite people by right clicking on them and choosing invite to party.

i mean where are the most parties

There isn't really one spot with a lot of parties, usually more then 2 on a map becomes a problem, so people spread out.
