how do you upgrade you skill

im a lvl 32 fighter and im pretty new with this game and i dont know how to get lvl 2 slash

Like most high level armor and weapons you see being sold, all of it is found randomly by killing monsters.

Skill books of all levels follow this same rule at the moment.
