get to level 66 as a neophyte then speak to reinmoth, you will be given a quest.

To change class to rogue, first change to Neophyte at level 16.
At level 66, talk to one of the class change Priestesses. You will need:
1 Red Demon Blood (drops from Mythril Mines third level boss)
1 Blue Demon Blood (drops in Scourging Plains between CandyVault and Eir)
1 Yellow Demon Blood (drops in Loren Valley between Brynhild and Jottunheim)
1 Armor of Instinct (no + or ap)
1 White Dagger (no + or ap)
