close to the city at lvl16, as you level you will progressively move away from the city. hit the white named mobs and you'll be fine solo.

did you mean to say: "can i level at waimea gorege?"
yes if you can kill easily and not die. just test the maps and find out, only advancing when one is too easy. as i said, stick to the white names when solo low lvl mobs and you'll be fine, in party you can take harder mobs

anyway i think he say "i am now at waimea gorege" (miss the "m" and press the "y" instead of "t" since it close to one another)

but ill say just stick with the mob that dont do much dmg to you and you kill them fairly easy. If you are a pot freak then just go along the road to white or red name.
