As a person that just figured this out last night, you have to purchase the gather skill from skillmaster ruby in roumen, for 500C and then a pickaxe from item seller type person/thing Pey? I believe it is. She is very near to where you start the game at. The pickaxe just has to be in your posession, not actually in your hands, btw. Then go to the cave which is accessible through the miner dude in the newbie training area; you probably know where this is already if you're asking about mining. Wish I could be more helpful, but I've only been playing for like 2 days.
