im level 16 now and the north guard still says that im not level 13 i cannot go past the next few maps outside of the town because of this. i already changed class as well. i would like to know what is going on and what i should do?

Did you manage to get the 4 stone pendant for your class change. Also check your quest log ALT-Q for any mandatory task which may need to complete first.
